F. #1 We definitely need as soon as possible a Do Not Mail Regestry. Rewards will help enforce these regulations. Heavy fines should be implemented that will either pay or offset the costs of enforcing a program such as this. Any Pornography words or intential misleading subject line labeling should be delt with forcibly.
