A National Do Not Email Registry will provide a list for Spammers to use. It will not work. Changing the internet to verify an email's origination or it is dropped into the dead letter office by servers is much needed. It is my opinion that the CAN-SPAN law is an exercise in futility as we can not police Spammers from outside of the U.S.. Cutting off servers from the U.S. Internet in countries that do not control SPAM should block all servers in that country until compliance is reached.
