I see no reason to exempt religious, political, not for profit, charitable, or any other entity from CAN-SPAM or Do-not-call-list. Instead of opt out there should be an opt in only requirement unless one has an already established relationship. If you want to correspond or talk with me before such a relationship exists, build a good WEB site, newspaper Ad, Yellow pages, etc. If it answers a need I have, I'll contact you. Fines should be stiff on the civil side, but there shoud be criminal sanctions, probation, public service, and disgorging of income from the criminal acts.
