This whole thing is garbage. All that is required to make SPAM controlable is to require senders to always use their same name. That way, all anyone would have to do to eliminate email from that sender would be to simply block that name. I have blocked several thousand names, but still continue to receive the same messages, and I'm sure from the same people, with a little different address.
