As a home user of the web who receives 80-100 unsolicited emails a day I feel this frenzy needs to be stopped by implemening a National Do Not Email Registy. Do Not Call has worked great in our home. Reward individuals who report SPAM violations by creating a listing of "SPAM Reporters". Maybe SPAM'ers would be extra cautious of sending unsolicited emails to a known reporter.
