One exception is to "complete" a transaction that the recipient has already "agreed" to enter into. Suggest that a related permissible exception should be ongoing negotiations and dialogue. If not otherwise allowed, the allowance should be broadened to allow limited commercial transfer of information related to a recipients "expressed interests" in products or services of the sender. THANKS for regulating spam! As a [very] small business owner, I would appreciate flexibility to follow direct business leads by sending limited emails based on the direct personal refererrals of customers and contacts.
