I should be able to open my mailbox and not find 20-40 commercial emails from "bogus" email senders that have misleading information in either the email address or the subject line. I particularly resent emails for penis enlargers and other sexually oriented objects such as pictures, etc. If I wanted to receive that type of email, I would find a way to notify the sender that I was willing to receive it. I also resent receiving emails from people who are covers for marketing promotions. I should not have to notify my isp of every email address from which I do not wish to receive mail.
