Voluntary forward-to-friend should be allowed without restriction, provided it is totally the forwarding party's decision to forward it. If it is a marketing campaign, where the seller urges the forwarding or intices the forwarder by providing discounts, etc. it should be fully covered by the act and the seller held acountable even if they were not the one to forward it.
