I receive over 100 unrequested e-mails a day. Fortunately, my e-mail provider filters most of them to a "spam" folder, but I still have to wade through them on the chance that I requested one of those e-mail's. I would be very happy if you could just stop e-mail form someone I do not know or have never done business with. The burden of proof should be on the sender. Heavy fines will probably be the only thing that will get their attention. The fines could fund the program, instead of putting the burden on the taxpayers.
