A-3: If a "cookie" or other tracking device is placed in the recipients computer as a result of even opening the e-mail. F-1 (system of rewarding the reporting of violators): Excellent Idea!! A recipient of spam pays the price of receiving unsolicited e-mail, they should participate in the policing of violators and reap an offsetting reward. The reward could be a percentage of any eventual fine imposed on the violator, or some form of income tax credit or both.
