The powers of the federal government, as delineated in the Constitution, do not include protecting people from what they individually define as spam. As a practicle matter, the definition of spam cannot be precisely defined. I don't want the federal government defining or controlling something that is my responsibility to manage. As a taxpayer, I want my fellow citizens to take responsibility for functions not assigned to the federal government by the Constitution.
