My comment has to do with the responsibility of ISP who use overly restrictive filters that detect and block personal legitimate email as SPAM and kick it back. I would like to see a policy in place where when someone writes to the Postmaster of the ISP and shows that the email is NOT spam, and asks that it be forwarded to the intended receipient, the ISP has an obligation to forward said email and send a confirmation to the sender that said email has been delivered. I ask for this clause because when I have rsqtd an ISP forward an authentic email, they ignore multiple requests to do so. Thank You. **********************************
