I believe a large hole that needs to be filled is the current practice of spammers from sharing email addresses with one another. Even after the CAN-SPAM Act became effective, I have been completely unable to reduce the amount of spam that I receive on a daily basis. Attempting to opt-out still makes it worse as spammers are apparently providing my information to fellow spammers. My thoughts on combatting this practice: 1) the sharing of email addresses between commercial entities should be prohibitted, unless the entity has explicit authoriztion from the consumer to do so 2) commercial emailers should be required to indicate when an email address was provided to them by someone other than the receipient and who that source of the email was 3) alternatively, an opt-out option should also allow consumers to prohibit the spammer from sharing the user's data with others 4) violators of these requirements should be deemed aggravated violators
