Comments:
The ISPs should be left and relied upon to reduce the volume of SPAM. Commercially oriented e-mails, especially those that people have subscribed to, are a long established and perfectly legitimate means of conveying product and service information to existing and potential customers. Reputable businesses -- and this is the majority of them -- act with restraint and recognize public concerns. The "bad guys" are the ones at the root of the SPAM problem and will take absolutely no notice of regulations intended to stop them from mass mailing people.
