Comments:
A Do Not Email Registry would punish legitimate emailers financialy and not effect Spammers who will ignore it as they have ignored the can spam act. Efforts being made by for example Microsoft with Caller ID for email is a better solution as it attempts to fix the SMTP protocol. It is the poor design of SMTP that allows Spammers to operate and make a living.
