E.2.4 - I don't think that Forward-to-a-friend emails should have opt-out, since these are more like a personal email from one person to another. DNER - This would be totally ineffectual and would only hurt legitimate emailers. The cost would be crushing to small businesses. Spammers would continue, not to useing the list and would just find trickier ways around the system. Most legitimate marketers would also be affected by people using the list as a mass opt-out option. The public will think that signing up for the list will stop spam (when it won't) and then will complain when they don't get their favorite newsletter or retail sales email.
