What should be considered unsolicited commercial email is any commercial email message that is sent to a recipient who has not opted-in to receive email from that entity. Unfortunately, after reading the Act, it looks like that's not the case. A Do Not Email Registry is bad for any size business because the proposal contains no exemptions for pre-existing opt-in email relationships with businesses. An exemption for e-mail desired by/opted-into by recipients is necessary to ensure the continued efficacy of e-mail communications.
