Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Your efforts to stem the flow of unsolicited bulk email should be commended. However, requiring merchants to maintain suppression lists concerns me. This idea, will be very costly for businesses to implement and do so much damage to consumers and businesses alike. I urge you to consider this matter very carefully. The use of suppression lists will damage many of the legitimate publications available on the net. My concern is for harm to publishers who require permission from the consumer prior to adding them to any list. These businesses are not who CAN-SPAM was designed to put out of business, however this requirement will have that effect. There are a lot of potential problems this ruling could cause, and I urge you to reconsider its implementation . Respectfully, James Daniel Woodstock, Georgia
