Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, While I appreciate the your efforts to curb this problem of unsolicited bulk email, I am deeply concerned about what I hear about suppression lists. The CAN-SPAM Act has already caused harm to legitimate individuals and entities doing business over the Internet while the real culprits have been able to increase their SPAM. This must not continue. Whatever legislation that passes must protect legitimate businesses as well as consumers. Regarding the suppressions lists, the costs involved would harm consumers and business alike. Please, please, please reconsider what you’re doing. The use of suppression lists will seriously hurt many legitimate businesses who offer publications over the Internet. I’m particularly concerned for the publishers who require permission from the consumer prior to adding them to the list. This is going to put many businesses out of business. I don’t see how this will benefit consumers who continually still get pornographic spam which they are helpless to remove. The spammers know how to get around any law. The businesses need to be protected. This requirement will not protect either. And consider this, spammers are individuals who steal information from people on the internet. They know how to get these suppression lists. The result would be more SPAM than ever before. I urge you to reconsider this requirement immediately; study it in the strongest light. Prevent making the matter worse instead of better with this suppression list requirement. Respectfully, Gloria Reibin California USA
