Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I congratulate you on working to curb the problem of unsolicited bulk email. However, I am concerned about the proposed requirement for businesses to maintain suppression lists. There are so many problems and costs associated with this strategy, and so much harm done to consumers and legitimate businesses alike, that I respectfully ask you to think about this very carefully. Legimate publishers of publications on the net always require express permission from the consumer before adding them to any list. The requirement of the use of supression lists will seriously damage, if not destroy, many of these legtimate publishers and end publications that consumers desire. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. Equally as egregious is the fact that these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less thereby harming the consumer who you are trying to help. After studying the pros and cons of suppression lists, I was alarmed at the potential problems this ruling could create for legitimate businesses and consumers. I therefore urge you, in the strongest possible manner, to reconsider its implementation because of the trouble it would cause. Respectfully, David C. DiPietro Georgia, USA
