Re: CAN-SPAM Act Rulemaking, Project No. R411008 To Commissioners: Yes, we have a problem with spam. However, the notion of suppression lists is ludicrous. Most responsible, legitimate publishers are opt-in only. I, like many of my own subscribers, benefit from gaining access to ezines that are mailed automatically, with my permission, to my email address. These are legitimate publishers. They have addresses and they can be found, so they're most likely to be the target of enforcement efforts. The spammers do not have addresses and they cannot be tracked down. So they're free to continue to send junk email while the "good guys" get stopped! This approach is like the story of the drunk who was looking for his keys under a lamppost. He lost his keys in the parking lot and it was too dark to look there! You're going after legitimate publishers because you can find them. And ironically, suppression lists are most likely to be found and used by spammers! This is what has been happening to the spam-assassin type programs. You should also be aware that reporting spammers can be an act of malice. I've been the victim of false reports from someone who was mad at another ezine publisher but took out his anger on me. So I hope you'll reconsider and suppress not ezines but this legislation. Cathy Goodwin *REDACTED PERSONAL INFORMATION*
