Many honest and ethical Euntrepenures use newsletter-ezines to gain subscriber, to communicate and educate and offer items that will be usefull in this end and sould not be hindered because of (Spammers). B. You want to target (SPAM unsolicited) any thing other should not be regulated. There is no other way to conduct business than to promote Crooks and Criminals will be crooks and criminals no mater what laws are inforced. Your will only hurt honest ethical small business owners. E.1-1 without news letters and ezines we small business could not afford to advertize at all. E.2-2 yes as with any company the majority of busines is made by word of mouth. The inernet is no different E.2-5 Only when SPAMMERS are useing other spammers to conspire to do their dirty work. Please diligently consider ethical small business when implementing these laws. I admit SPAM is a problem it is for me also. Making it impossible for small euntrepeneurs to do business cant be the solution to hindering criminals. You are not going to stop the criminals in the physical world and you wont stop them in cyberspace. You will only make it impossible for small business to stay in business.
