Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I am glad that you are trying to stop "spam". There really is a need to fix it. But, I am worried about the effects suppression lists you plan to have imposed on merchants. There are so many problems with this idea. It can and will truly hurt internet consumers and those that sell to them. I plead for you to think about this idea very carefully. Requiring these suppression lists will seriously injure, if not expunge, many of the legitimate publications available to the consumers on the world wide web. I am especially worried about the damage that they will do to legitimate internet publishers. These publishers need permission from the consumer before adding them to any type of list. These lists of consumers are absolutely vital to their order of business. They are not those internet users that CAN-SPAM was designed stop from operating, they are not the ones causing trouble. However, requiring suppression lists will probably, almost guaranteed, put those publishers out of business. There is also the possibility for significant harm to consumers, because of the problem of not knowing exactly what they are doing when they unsubscribe from a list. There is also the possibility that these suppression lists might be exploited by spammers, and will lead to more spam on the internet, not less. I am very concerned about the possible problems that this ruling could contain, and I sincerely urge you in the strongest possible terms to think about, ponder on, and reconsider using this ruling in regards to these very important problems.
