Forcing the use of "suppression lists" will damage many legitimate valuable documents available on the net. Most hurt will be those publishers who require permission from the consumer prior to sending them information they seek, which is a valid form of initiating a relationship, wheather commercial or otherwise. Consumers will also be hurt, because of the problem of properly knowing their intent when they opted out from a list. Also, these "suppression lists" could be used by spammers.
