Reference: CAN-SPAM Act Rulemaking, Project No. R411008 Respectively to the Commissioners, Thank you for trying to stop the problem of unsolicited bulk email. I am very concerned about the proposed requirement for all merchants to maintain suppression lists. Because of the huge cost and problems presented with doing this, please reconsider. My concern is for harm to publishers and e-mailers who require permission from the consumer prior to adding them to their mailings. Legimate publishers and e-mailers are not who the CAN-SPAM law was designed to put out of business, but this requirement may end up doing that. There is also the major problem of knowing the consumer's intent when they unsubscribe from a list. The suppression lists could fall into the hands of spammers, leading to more spam instead of less. I urge you to reconsider all of the possible implementations of this bill. Also, as an individual, I forward advertising and informative websites or e-mails to my friends when I feel it will be of help to them. I have never had anyone complain or feel it was wrong to do so. They have appreciated the opportunity to look at them. I don't see anything wrong with this and feel it would be a violation of my rights to have to stop doing this!
