Re: CAN-SPAM Act Rulemaking, Project No. R411008 In my opinion both a national "do not email" registry and cross "person" opt out lists are disasters waiting to happen. In the case of the national registry, what better way to obtain a large list of eddresses which do not get much advertising. In the case of cross "person" lists (e.g. a list compiled by an MLM system), the chances for abuse are equal, plus the original reasons for a client to opt out can become obscure and/or confused. In my opinion, opt-out lists should be maintained by each "person" who sends commercial email, and their list should be private and non-transferrable. Thank you for this opportunity to be heard.
