Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, It is great that you are taking the problem of spam email seriously and are attempting to curb people from inappropriate use of email. The proposed requirement for merchants to maintain suppression lists is harmful to legitimate online publishers. Therefore, I strongly urge you to consider this matter more carefully. Though legitimate publishers were not who CAN-SPAM was designed to control - though these are the very people who will be dramatically effected along with hurting consumers. There's also the potential for significant harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. Again, I strongly urge you to reconsider this proposal and keep in mind all the ligitimate publishers that would be devistated by this proposal. Respectfully, Kirstin Carey Pennsylvania, USA
