Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Whereas I realize that you are trying to curb bulk email problems as a legitimate small internet businessman I am very concerned about this bill's requirement for merchants to maintain suppression lists. I have a hard enough time trying to keep up with everything required to run a business and I feel that this proposed legislation will do enormous damage to anyone trying to do commerce on the web. I would hope that you would consider the ramifications of this matter carefully. Most legitimate publications on the web will be decimated by requiring suppression lists. My biggest concern is for the harm that will come to those publishers who are very careful to only send their information to those whom they first obtain permission from. I really don't think that the CAN-SPAM was designed to put people out of business but this will very likely do that to these innocent businessmen trying to make an honest living on the net. I am also worried about the effect that this will have on the consumers themselves due to the problem of properly knowing their intent when they unsubscribe from a list. Another concern is what happens if these suppression lists fall into the hands of spammers. I believe that this could actually lead to more spam instead of less. I am very worried at all of the potential problems that this ruling could cause. I would urge you in the strongest possible way to reconsider the implementation of this bill in light of these problems. Sincerely, Paul Knudtson Washington State, USA
