Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Curbing the problem of unsolicited bulk email is a worthwhile effort, but I'm concerned about the proposed requirement for businesses to maintain suppression lists. The problems and costs associated with this idea are many. The potential to damage consumers and businesses alike is real. Therefore, I urge you to consider this matter very carefully. Requiring businesses to use suppression lists will seriously damage many of the legitimate publications available on the Internet. Suppression list will harm publishers who require permission from the consumer prior to adding them to any list. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely do that. Using suppression lists could also harm consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. Very importantly, these suppression lists could fall into the hands of spammers, leading to more spam instead of less. I 'm quite concerned about the potential problems this ruling could involve, and strongly urge you to reconsider its implementation in light of these problems. Respectfully, Allan Misch Maryland, USA
