This new act, while trying to stop SPAM from flooding the net, is hurting the small legitimate net businesses, and the SPAMMERS go merrily on their way. The implementation of this act reminds me of the gun laws and a bumper sticker I have seen on many cars, "If guns are outlawed, only outlaws will have guns". SPAMMERS are outlaws, and as such, do not follow the rules, and will not follow any rules. In the meantime the "good guys" are the ones being suppressed with more and more unenforceable laws. The best solution, to my mind, is to let the computer owners filter their own mail with the choices presently on their computers, i.e., safe lists and all their various filters. I get very little if any unwanted email because I set my filters to make it so with no problems. Sincerely, Nancy Casseur nceur@msn.com
