Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I appreciate the steps you’ve taken to curb the problem of unsolicited bulk email. However, I am concerned about the changes you are now considering regarding merchants maintaining suppression lists. I honestly don’t know how internet marketers will remain in business if they are to maintain such a list. The costs involved alone can bankrupt a small business. CAN-SPAM was designed to put spammers out of business. If small business merchants are required to keep suppression lists it will put them out of business as well. This is totally unfair. Many legitimate publishers take great care in ensuring they have permission from consumers before adding them to any list. Here’s another consideration: These suppression lists could fall into the hands of spammers, which would lead to more spam instead of less. I urge you to reconsider this requirement in light of all the problems addressed in this letter. Respectfully, Karin Peavy California, USA
