However, I am concerned about the proposed requirement for merchants to maintain suppression lists. Requirement of the use of suppression lists will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. In simple terms you efforts should and must be focused on the "known" mass mail spammers, the largest majority living and operating freely in the US. These are the people destoying the internet with unsolicited junk and not every day commercial concerns. 90% of all internet merchants work hard to aspire to a level of customer service that extends far beyond the requirements of CAN-SPAM and I suggest you think carefully before putting these people out of business, while leaving the "full time" spammers happily spamming away.
