To the Commissioners, Please don't enact this law, as is. I am a clinical psychologist and coach for grad students trying to finish their dissertations and faculty trying to get tenure. I send out a free email newsletter with tips and tactics to help them in their academic studies. My newsletter is a service that generates income. Your Act, as it is currently written, will end my efforts. I can't afford to keep track of those who unsubscribe. Plus, if I was to send out lists of the few people who do unsubscribe, I'm sure that those names and email addresses would be used by unscrupulous scammers. I handle my subscribe and unsubscribe services by hand -- this regulation would cause me to put a halt to my valuable free service. I consider the act as it stands a violation of my right to free speech. I never send unsolicited emails, I stop sending emails to people who request that I do so. But to tell the government whom I sending things to, and what the content is, violates my constitutional rights. I am against spam and would very much like to see an act that would keep my in-box less crowded with junk and prone to viruses. But please don't keep hundreds of students and university faculty from receiving my helpful tips each week.
