Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Unsolicited bulk mail is a problem and I commend your efforts to stop it. I am concerned, however, about the proposed requirement for merchants to maintain suppression lists. There are both headaches and negative repercussions associated with this idea for many legitimate online businesses that do not send out SPAM -- please consider this matter carefully. My specific concern is for harm to publishers who require permission from the customers before adding them to any list. They're not who this ruling was designed to put out of business, but it could have this result. These publisher are SPAM haters and take all types of precautions to make sure their publications are only sent to those people requesting them. Suppression lists are dangerous in themselves. If they fall into the wrong hands the problem will be worse instead of better. In light of these problems, I urge you to reconsider this ruling. Donna Kozik San Diego, California, USA
