Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I am concerned about the proposed requirement for merchants to maintain suppression lists. I believe I can make my point by the following example. I have a small email list. I send a short newsletter on the topic of kayaking. The list is setup with a double opt-in program. As an affiliate of REI, I can receive a few dollars here and there to offset the cost of putting together and sending this newsletter. I can handle my readers opt-out requests. However, I would not be able to figure out how to implement and coordinate the use of a merchant do-not-send list. Frankly, like many others in my position, I would not have the technical knowledge or ability to do this. The burden would be too great -- I would have to stop publishing. Thank you for reading.
