Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I publish a newslettter and am concerned about the proposal to maintain suppression lists. Mine is a small operation, and I get subscribers strictly through double opt-in. I do not even ask for personal details in the subscription form. Re-designing the form to collect such details, and then monitoring the opt-out subscribers and maaintaining their details to meet the proposed requirements would not only waste my time, something which I do not have in plenty, but would also incur costs which could force me to stop publication. I publish content useful for business persons, and not sales literature that brings in money. Your proposal, if implemented, could drive content publishers like me out of business and leave only the advertisers. I think the genuine content publishers are not the type whom CAN-SPAM was targeting, but this requirement is quite likely to affect them most. Actually spammers might benefit from the details in the suppression lists, which they would manage to get hold of. Please reconsider this requirement.
