To the Commissioners, This is a very difficult issue and your efforts should be applauded. The value of any email can only be determined by the recipient. Personally if I do not recognize the sender I delete the email. If no one replies the spammers give up. Please think of the impact to the rest of us (both consumer and legitimate merchants) with regards to requirements for suppression lists. Who pays the cost for compliance ? The unintended consequence of "Controlling Non-Solicited Pornography" is the systematic elimination of legitimate publishers and internet merchants ! Perhaps intended is the more appropriate word to use here. I urge you in the strongest possible terms to reconsider its implementation Thanks Richard P. Hawkins
