Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I am all for your efforts to curb the problem of unsolicited bulk email. However, the proposed requirement for merchants to maintain suppression lists worries me. Because of the many problems and costs associated with this idea, and the potential damage affecting consumers and businesses alike, I urge you to consider this matter most carefully. The requirement to use suppression lists will seriously damage many of the legitimate publications available on the net. I am especially concerned about harm to publishers who require permission from the consumer prior to adding them to any list. CAN-SPAM was designed to stop spammers, but this requirement will very likely drive legitimate publishers out of business Consumers may also suffer significant harm, because of the problem of properly knowing their intent when they unsubscribe from a list. There is also the danger that these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. I was astounded at the potential problems this ruling could involve, and I implore you to reconsider its implementation in light of these problems. Respectfully, Beatrice A.
