Re: CAN-SPAM Act Rulemaking, Project no. R411008 I think it is great you are trying to do something to control the bombardment of unsolicited bulk mail on the Internet; I applaud you for your efforts. Although I am very concerned about the proposed requirement for merchants and publications to maintain suppression lists. This idea will cause more harm to all concerned rather than help curb the unsolicited bulk mail. In fact if the SPAMMERS acquired these lists there would be even more unsolicited bulk mail than ever before, previous to the enactment of this ruling. This idea would cause so many problems to legitimate businesses, publications and consumers alike. There are to many problems associated with this idea and the cost would be prohibitive to many small businesses and publications. It would cause more of a disaster than to be of any help to anyone, including the consumer, of which I am one. Therefore I very strongly urge you to reconsider this matter most carefully. One of my main concerns is the harm it will cause to legitimate businesses and publications, which require permission from the consumer prior to adding the consumer to their lists. I am on many such legitimate Publication lists and would be very unhappy to see these publication ended, stopped, because of the problems of this ruling. So, once again I strongly urge you to very carefully reconsider this matter before enacting this ruling. Jean E Liebl Virginia, USA
