Re: CAN-SPAM ACT Rulemaking, Project No. R411008 Dear Commissioners, I am concerned about the proposed requirement for merchants to maintain suppression lists. As I'm sure you are aware that many interprises and publications online are small businesses. These business generally do not have the capital required to maintain such a list with the logestical support that they will need. Most of these businesses already require the consumers permission before contacting them. The consumer can also unsubscribe at will by generally clicking on a link. With many spammers opperating from servers outside U.S. jurisdiction I do not believe that this will stop or slow down spam. I fear it will just put many small businesses out of business.
