Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I am happy and pleased that you are seriously looking at and wanting to tackle the problem of unsolicited bulk email. Unfortunately, I am concerned about maintaining supression lists which is proposed for merchants. This idea is costly and problematic. There can be much damage done to both consumers and business. As a consumer and business owner, I encourage you to consider this matter most carefully. Unfortunately, the use of suppression lists will seriously damage many of the legitimate publications available on the net. More importantly, I am concerned with how this will impact the relationship between publishers who require permission from the consumer prior to adding them to any list. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. Upon being informed of this information, I was quite surprised at the potential problems this uling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems.
