I'm glad that your agency is going after the problem of bulk email. But I think the idea for business people to keep suppression lists is not a good one. It's a bad idea. The small business person has so many costs and regulations to deal with now. Plus I don't feel the extra list is going to benefit our customers either. I hate spam as much as anyone, but please consider the matter of the extra list very carefully to make sure you don't throw the baby out with the bath water. These suppression lists will hurt the small, and many large legitimate newsletters and customer lists we use online for our real businesses. There is a real threat for those of us require permission for customers, and non customers, before adding them to our lists. We do ask for permission. We're not who CAN-SPAM was designed to put out of business, but this requirement will probably have that effect on most of us. Also there's a great probability for problems to consumers, because of the problem of us knowing their intent when they unsubscribe from a list. Also, these suppression lists could easily fall into the hands of spammers, creating more spam instead of less. I was shocked when I learned of the problems this ruling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems, The legitimate small business person must survive.
