Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, My personal comments are further down on this document. I’m just a simple guy, I couldn’t even figure out all of what you were trying to say in the questions above. So, I added my personal feelings below. Thanks. I applaud your efforts to curb the problem of unsolicited bulk email. However, I am concerned about the proposed requirement for merchants to maintain suppression lists. There are so many problems and costs associated with this idea, and so much damage done to consumers and businesses alike, that I feel I must urge you to consider this matter most carefully. Requirement of the use of suppression lists will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. There's also the potential for significant harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. **I am one of those comsumers that is trying to educate myself In different areas of the web. I am looking at the web as a way to supplement my income and to share “like” ideas with others. Every morning I look forward to my e-zines and articles on success and other positive ideas in order to help me make it through the day. I receive my devotions this way and I also have some e-mail info sent that help me stay focused and sober. I depend on these. Please don’t make it harder for me than it already is. Some of us – Me included – need to stay connected. I have spent countless hours finding the right sites and material that I need.**** As to your concern - - on each of the publications I receive there is a very simple way for me to remove my name from a list that I find no longer meets my needs. I can handle this. Please don’t threaten the very positive things that I need to help me keep my sobriety, keeping a positive attitude and hopefully being able to help others like myself do the same. I am an adult, working on improving myself, please treat me as one. I was quite surprised at the potential problems this ruling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems, Respectfully, Robert Alan Rez Anaheim, CA
