Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Your efforts to restrain the matter of unsolicited bulk email has been well noted. Now, there is a concern regarding the proposed requirement for merchants to maintain suppression lists. This seems to be a complicated, not to mention, a costly plan. It has the potential to cause much damage to consumers as well as merchants. It is also difficult to know the intent of consumers when they unsubscribe from a list. This regulation severely limits the ability of honest people, who are seriously operating legitimate businesses online. It takes away the freedom of those who depend on the email for their livelihood, and will subsequently put them out of business. Clever spammers could quite easily obtain suppression lists and wreak havoc with the information. Having merchants list their home addresses leaves them open and vulnerable to the harrassment of such people. I feel that this will just magnify the problem, not solve it. In your attempt to stop SPAM, I earnestly ask that you consider the devastating effect that this ruling will have on businesses that use email.
