Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Your efforts to curb the problem of unsolicited bulk email is certainly warranted. I am concerned, howerver, about the proposed requirement for merchants to maintain suppression lists. Why? Who does this serve? Consider the costs versus the benefits associated with this idea. Take time to think this through, so much damage will done to consumers and legitimate businesses alike. I urge you to consider this matter most carefully. The ripple effect of this will result in a few million more jobs going down the tubes in this country. Requirement of the use of suppression lists will seriously damage many of the legitimate publications available on the net. There is no way you can keep from harming publishers who require permission from the consumer prior to adding them to any list. The net is an information highway before it is anything else, let's keep it that way. The publishers are not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect, or at the very least make those who would be publishers turn to something else, then we all lose. There's a potential for significant harm to net consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. If these suppression lists fall into the hands of spammers, get ready for more spam not less. Please spend the time necessary to really investigate the potential problems this ruling could cause.
