Regarding: CAN-SPAM Act Rulemaking, Project No. R411008 To all the Commissioners, Thank you for your efforts to curb the problem of unsolicited bulk email. I am very concerned about the proposed requirement for all merchants to keep and maintain suppression lists. This is very expensive and has so many problems associated with it, and so much damage done to consumers and businesses, I urge you to reconsider this matter most carefully. This requirement of suppression lists will harm many of the legitimate publications available on the internet. My concern is for financial harm for the publishers and the misunderstandings that will transpire requiring permission from the consumer prior to adding them to any list. CAN-SPAM was not designed to put these people out of business, but this requirement will probably have this effect. Also the potential for significant harm to consumers, because of the problem of not knowing their intent when they unsubscribe from a list. Besides, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less!. The potential problems this ruling could add are immense, and urge you in the to please reconsider its implementation with regard to these problems. Respectfully, Evon Towne Marseilles, Il 61341
