The idea of stoping the proliferation of unsolicited bulk email could be a noble one if the requirements were not to maintain suppression lists. The consumers and legitimate businesses will suffer irreparably if such requirements be implimented. Thousands of internet based businesses would lose their ability to do business on line and consumers will be short changed ,as I think more SPAM will result instead of less because of the very existance of such lists. The suppression lists should not be implimented in view of all new problems that will arise. I strongly urge the commossion to reconsider such proposal. Respectfully, Harry Brouard Maryland, USA
