It simply won't work as long as you can't regulate ISP's outside the United States. I now get 95% spam and 5% regular email. Until email providers can figure out a way to verify the actual sender of the email, or flag email coming from other countries accurately, or until every country in the world agrees to "can spam," this is fruitless legislation. It should be called the "semi-can spam" act, and that's being generous.
