I think that if the government is trying to make this a law to stop spammers, then it misses the intended goal. This will not stop spammers. This will only hurt thoses companies that are actually selling a product or service that is wanted/needed by consumers. These "laws" are only a band-aid on the problem. And you are trying to restrict and harness spammers with laws that have loop holes and only make it harder for "real" companies and not spammers.
