I would like to comment not on the substance of this action but rather on the way the news release is worded.
Here are some exerpts from the news release:
"The FTC reached a settlement with online advertising company Chitika ...
"The FTC investigated Chitika as part of ...
"According to the FTC complaint, Chitika ...
"According to the FTC complaint, from at least ...
"The Commission vote to approve the administrative complaint ...
"NOTE: The Commission issues an administrative complaint when ..."
The news release talks about "the FTC complaint" and even includes a Note about its issuance, but never explicitly informs the reader that a Complaint has been issued.
The nature of the action against Chitika should have been explained more fully at the start of the second paragraph as follows:
"The FTC investigated Chitika and issued an administrative complaint against it as part of the FTC's ongoing efforts to protect consumers ..."
